This is an unknown statement about the future.
It could just be effectively unavailable because it has gotten so expensive, ACA for example, or plans available to small biz.
No one is expecting to pay zero or even a low amount.
We know that we already pay 18% of gdp, so no one expects free.
There are many opportunities for cost savings.
But we all agree there are strong vested interests grabbing the 18%.
It is unreasonable to think that the lack of something as important as healthcare in some jobs but not others is not a constraint on better economic opportunities.
Those economic opportunities can grow gdp and cover the incremental healthcare costs - because the economic opportunity set is made larger.
