But, holding people within US jurisdiction means they can file Habeas. That was the whole point of the Bush regime holding alleged “terrorists” at Gitmo. They were outside the US, so they had no access to US courts, even though Gitmo is within US government control. As far as the regime was concerned, they could be held, forever, with zero legal due process.
