SB 868, also known as the Plug and Play Solar Act, has officially passed the State Legislature and is now heading to Governor Gavin Newsom’s desk. This landmark bill aims to drastically reduce electricity bills by clearing out the utility red tape that previously prevented millions of renters and homeowners from using portable, DIY solar systems.
Highlights of SB 868
- No Utility Permission Required: Renters and homeowners can buy portable balcony solar panels from standard retailers and plug them straight into a wall outlet without paying for or waiting on a utility interconnection agreement.
- System Capping: To maintain safety, plug-in configurations are capped at 1,200 watts. This provides enough electricity to run essential appliances like refrigerators, Wi-Fi routers, and window AC units.
- Strict Safety Mandates: All systems must be UL-certified and feature automatic shut-offs that stop power backfeed within seconds if the local grid goes down, protecting utility workers.
- The 2030 Catch: In a concession to utility companies like Pacific Gas & Electric Co. (PG&E), the bill was amended so that this “no-permission” exemption expires on January 1, 2030. Advocates view this as a 4-year runway to prove the tech’s safety and build the political will to extend it.
What Happens Next?
Governor Newsom has 30 days to sign or veto the legislation. If he takes no action, it automatically becomes law. If signed, the Plug and Play Solar Act is slated to take effect on January 1, 2027, making California the latest state—following path-clearers like Utah—to fully legalize plug-in balcony solar systems.
