It’s not all bad.
(i) any program more than 15 percent behind schedule based on the current Acquisition Program Baseline (APB), 15 percent over cost based on the current APB, unable to meet any key performance parameters, or unaligned with the Secretary of Defense’s mission priorities, will be considered for potential cancellation. The Secretary of Defense shall submit the potential cancellation list to the Director of the Office of Management and Budget (OMB) for future budget determinations.
The last thing defense contractors want is accountability. Recall, TIG switched the Air Force One and Air Force tanker programs from “cost plus” to fixed cost contracts. Boeing has been crying a river ever since that it’s losing it’s shirt on these contracts…notice that the Air Force One contract was buying existing 74 white tails, and converting them. Something close to a decade has elapsed, and they haven’t delivered anything yet. According to the Wiki article, the Air Force issued it’s inquiry in 2009, with the first replacement 74 to enter service in 2017. And, here we are, with nothing. Typical Boeing/DoD procurement, unfortunately.
