When will brick and mortar stores charge restocking fees?

Yep a doctor I have switched a medical equipment refill order I have. He wanted a different cushion for my Cpap. I had just received the equipment the day of the medical visit. I had to return the order. That cost $12 UPS and $15 restocking fee. I was livid but what to do? Nothing, just pay.

We are caught in this and won’t get around it.
