Apple needs to do this as well. Some might have iPhones particularly officers.

I don’t know how they would do this. Don’t the cell phone carriers own the data on who owns what model of phone, its SIM card ID, phone number, recent cell tower pings, etc.

Maybe Apple knows who has an iCloud account that could be shut off.
