Because it takes up to 3 weeks to process an application and for it to be counted? And DOGE started firing people about a month ago.
I would expect it to start showing up in real numbers in the next iteration.
Didn’t they have to hire most of them back? I know my sister is back at the VA but is leaving tomorrow for another job.
