“Losers back home” is slightly derogatory term, used by local indigenous, to describe expats who move from a first world country to a developing country.

Back in the 1960’s in Venezuela we had the same opinion and not all of us were “indigenous” but expats ourselves. I installed the IBM mainframe at the GM assembly plant so I got to know them quite well. The GM General Manager in Caracas was not authorized to spend more that $5,000 without consulting headquarters in Detroit. $5,000 was the price of a brand new Corvette Stingray in the US. In today’s money that is $50,000.
After leaving IBM I worked at Colgate-Palmolive as Assistant Data Processing Manager. Marketing was not allowed to set sales quotas, they were dictated by the US HQ. No self respecting executive would accept those terms. After leaving IBM I did a job interview at GM who were hiring a new Data Processing Manager. When I asked what level of responsibility and authority I would have they looked at me like a weirdo from outer space.
I think the term “Losers back home” is amply justified.
