There is urgency to get the comp package approved because each day that passes the competency becomes clear to more and more people.
Ask the HW3 owners (it’s the hw on all vehicles that can run FSD - except HW3).
Personally, I’d skip the robocar, invest those monies and wait for the planned robot that can drive any car.
Investment returns over that timespan will be meaningful.
