They should auction a limited number of allowed cruise ship permits. A win-win – they would maximize income while limiting the number of tourists. Same for every town that complains – this is the way to control it.

Venice Italy tried to do that but couldn’t charge enough to reduce the visitor count.

When I did a 7-day cruise from Venice about 15 years ago during the Global Financial Crisis, the cruise fare was less than $500 with 2 nights docked within a few hundred feet of Piazale Roma. The 3,500 passenger cruise ship blocked the Sun.
I doubt you could have booked a hotel room in Venice with the amenities of a cruise ship cabin for $500/night. It remains the biggest travel bargain I’ve encountered.
The coming depression may bring a return of those “Good 'ole days”.
I should also note that when I was working in Stavanger, Norway way back in 1982, a box of Corn Flakes was $4 even then.
