The US has been on this road for a long time. #43 liked to claim he had “inherent authority”, ie, powers that are not enumerated in the Constitution, in spite of the Constitution saying if a power is not listed, he doesn’t have it. John Yoo is a major advocate of the theory of the “unitary executive” ie dictator.
