This all comes down to what the nation wants to spend their money on. This is something that can not only help everyone but also will help the world. I am all for it. A wise expenditure in my opinion.
In everyday language it is understood that the owner can also be the builder. For example “Amazon is building ten new fulfillment centers.” It is understood that Amazon isn’t actually doing the construction itself, instead that Amazon is hiring general HVAC, electrical, plumbing, contractors etc. who are doing the actual construction to Amazon’s specifications. Or “the State of California is building a high speed rail system.” It commonly understood that the state is just managing and paying for the project, not physically building it.

Who is going to fabricate the reactor and support systems?
Who is going to fabricate the nuclear fuel?
Who is going to fabricate the control systems?
Who is going to do the site construction of foundations, buildings, utilities, and other requirements for a functional power plant?

Cheaper is not cheap and the inflation rate remains the same roughly 6 to 7% per year. Who the owner is becomes how deep the pockets are when this thing runs afoul of its budget.
Stopping midway is common. But starting is less common.
