Thing is, many poor countries are also ones with a poor human rights record. The wealth Nigeria realizes from oil doesn’t make it’s way very far down the social structure.

There is always the option of making a small country a haven for ill gotten gains, trading depositor secrecy for a skim. But, if everyone did it, there would not be any profit in it anymore. …somewhere along the line, I read that the USian financial industry is relatively, a haven for corruption, compared to the EU. Don’t know if that is true.
