Pollution Effects the Poorest the Most

I think everyone can agree that burning fossil fuels causes air pollution and this report shows that air pollution from all sources effects the poorest people the most:

I don’t find this surprising at all. The dirtiest industries tend to locate in remote or industrial areas. Land values are often reduced. That makes them attractive to the poor.

You are not surprised that trash dumps, sewage treatment plants, or smelly industry does not locate in the finest residential areas.

Similarly the poor usually have limited health care, poor nutrition, and fewer resources to deal with any problem whether asthma, cancer, diabetes, high blood pressure, etc. They are more in need to assistance for all of these including clean air and water.

But missing is what is the solution? Stricter laws? Stricter enforcement? Less willingness for those with deep pockets to encourage regulators, inspectors, judges, etc to look the other way?
