You are looking at wind turbines as if they were a wall that the wind must pass through. Wind turbines only capture the wind that hits the blades. The wind below, above on the sides of wind turbine blades still keeps blowing. The 50% number only refers to the area of the wind turbine blades. Wind turbines are not mountains.

Yes there is a measure for how much electricity wind turbines generate - it is called Capacity Factor.
