"The new rules, announced in April, require residential construction projects funded by HUD to meet current standards for insulation, air sealing, efficient windows, lighting, and heating and cooling systems.

Applies to govt funded projects and might be extended.

Building codes are the low hanging fruit. The cost of modest improvements in efficiency are easily recouped in just a few years by the owner. The problem is the builder’s and owner’s interests aren’t aligned. So there is a lot of push back on code improvements. Which is too bad, because over all they are a net savings.

They are a one time cost and a forever savings, year after year, as long as the structure exists. It would be nice if there was a way to incent homeowners to do this for themselves. (Oh wait, there is. Tax deductions, but not enough take advantage of it.)

I think the first problem is that most people can’t be bothered since they don’t see it as a problem. It they had a few thousand dollars to spend (and later get a percentage back when they file taxes) they’d rather get new iPhones for the family and head off on a vacation.
Second, many places that sell/install improvements and advertise the tax rebates probably jack up their prices.
