Catching someone before they kill a flock of people is very difficult.
A few years ago, in Michigan, the FBI grabbed the members of a nutter militia they claimed were plotting to kill a flock of police officers. A judge threw the case out for lack of evidence.
Hutaree was a militia movement group adhering to the ideology of the Christian Patriot movement, based near Adrian, Michigan, in the United States.[1]…The group became widely known in 2010 after the United States FBI prosecuted them in federal court for an alleged plan for violent revolt. The prosecution said they intended to kill a police officer and to attack the funeral with bombs. The presiding judge dismissed these charges. Three members pleaded guilty to possessing a machine gun and were sentenced to time served

The FBI grabbed members of another nutter militia a few months ago, claiming they were planning to kidnap and kill the Gov. The jury found two not guilty and deadlocked on the other two, a few days ago.
On October 8, 2020, the U.S. Federal Bureau of Investigation (FBI) announced the arrests of 13 men suspected of orchestrating a domestic terror plot to kidnap American politician Gretchen Whitmer, the Governor of Michigan, and otherwise using violence to overthrow the state government. Half of the suspects were tied to a paramilitary militia group that called themselves the Wolverine Watchmen.[5] Six of the suspects were charged in federal court, while the other seven were charged with state crimes.[4] A week later, a fourteenth suspect was arrested and charged in state court.

With USian law guaranteeing free speech, and laws against entrapment, the presumption of innocence, public trials, and the rule of law, it is almost impossible to preemptively convict people who claim their schemes were nothing but a lot of drug and alcohol fueled talk. You pretty much have to wait until people die.
