To me, that just means most solar installations don’t use concrete. You said yourself your rooftop panels didn’t need any concrete. Just because some utility-scale farms use concrete to anchor the panels, doesn’t mean all utility-scale solar farms use concrete. But all of the panels, in all installations, use some type of cement/glue in the manufacture process. It may not be much per panel, but the amounts add up.
