Public attention stayed minimal throughout the legislative process. Earlier versions of the rules restricted permits solely to periods of acute external threat or declared defence emergencies. The latest reforms activate the requirement during ordinary peacetime conditions. Defence ministry spokespeople say it is for the purpose of reliable tracking of service-eligible citizens as the core objective.
