This could have been Boeing’s business but MBAs are completely worthless at running a business. Other wise SpaceX is not making money either.

Correct. Boeing has a fixed price contract to deliver TWO specially outfitted B747 aircraft to the Gov’t. Boeing has at least $2 Billion in losses on the contract to date and is no where near completion.

That was a masterstroke by Trump to force Boeing to accept a fixed price contract or he was going to cancel the new planes. Otherwise that $2 Billion and counting cost overun would be paid by taxpayers.

Which brings up the musical question: how long does it take to modify a 74? As you say, that Air Force One contract was let during TNG’s first stint. Six years later, we are still waiting. Even better, the two 74s purchased were white-tails, that Boeing had already built, but could not sell, so you could argue the Air Force did Boeing a favor taking them. But, no, that isn’t enough. Every government contract needs to be bled, and bled, and bled. Yes, TNG did a good thing, in my estimation, in converting both the Air Force One, and tanker contracts, to fixed cost, and Boeing has been crying a river ever since.
