Exactly right for non-violent moderately ill people personal freedom matters greatly. This category is the lion’s share of patients. Out patient treatment advances have allowed them their lives and healing.

In Washington state there is a conflict playing with lawsuits. The population of the state mental hospitals is increasingly made up of of mental health cases for the criminal system. Law enforcement at the local and county level say they don’t have the facilities nor expertise to handle the mentally ill in prision.

Interesting chart. Could be more of the “shell game” that the (L&Ses) were so famous for: taking money away from some things, and adding money to other things.
From the perspective of we living in the state, The 90s were marked by cuts in funding for “the general welfare”. The Wiki article on closing most of the state’s mental hospitals notes a “budget crisis” in 91.
