Can China become the low cost producer and drive others out of the market?
We have seen this happen with rare earths and battery grade lithium.
How can this be prevented?

True, REE are old hat, Li batteries been there, done that.
But China is close to equal in chips now.
This makes Trump look smart.

There are those who think Nvidia is so far ahead China can’t catch up. But blocking sales to China gives govt reason to subsidize research.
Recall that China lost the Opium War because they failed to keep up with Western cannon technology (even though they invented gunpowder). They are very aware that technology leadership is essential for their survival.
I would say technology for separation and purification of rare earths is as complex. But especially very dirty and difficult where environmental laws are strict.
