This seems to be a good idea. They keep telling us our electrical needs are changing and the grid needs upgrades to adapt to those changes.
We are using more power especially for data centers. We want to generate more green electricity but often sources are not near traditional fossil fuel plants. Battery backups address intermittency. And the fires in California remind us some systems need better storm resistance.
And hurricanes along the Gulf coast and Atlantic coast remind us some systems need better storm resistance.
And tornadoes and floods in the Midwest remind us of some systems need better storm and flood protection.
We continue to hear of long delays connecting new projects to the grid. That implies a shortage of capacity.
We hear of the need for updated grid control systems and better cybersecurity.
Burying the grid underground is costly but one way to improve resistance to fires and storms.
People must be looking at ways to improve resistance of overhead systems. Perhaps recent problems will shift the economics.
