I’m perplexed how this would work. There are no electric powered (or hydrogen, et. al) cement trucks (or cement plants, for that matter.) I haven’t seen any electrically powered bulldozers or graders, either, not to mention excavators and the like. (Yes, technically those use electricity to run the gears and levers, but that power is supplied by diesel engines. I can’t imagine a battery pack big or robust enough to power them through a full day’s work, or requiring that they operate by some gigantic extension cord.)
And if you’re really serious about it, I guess your steel mills have to be electrically powered to produce the I beams and other steel components, not to mention glass factories and all the other materials that go into modern construction.
Perhaps there is more to the story that this facile headline, there would almost have to be given that such a goal is impossible with current technology and probably close to impossible for the next decade.
It’s going to be difficult to replace all the diesel powered vehicles but it is happening. There are already several semi brands that use hydrogen or batteries. Pepsi is very happy with their Tesla Semis. The most interesting story I read was about an open pit mine up on a hill (like the Cerro Bolivar iron ore mine in Venezuela) where they are using huge battery powered dump trucks. They drive up hill empty and downhill with a full load. Regenerative breaking downhill produces more than enough energy to get the truck uphill when empty. Maybe it was just this story:

Parkinson’s Law states that “work expands to fill the time allotted for its completion” which is a good reason to set shorter term goalposts but don’t expect them to be met. Elon time!
Railroads, trams, trolleybus, and subways? On closed circuits battery swapping or hydrogen fuel cells might be options.

Totally wrong. Global warming is a scientific fact because of CO2 emissions from burning fossil fuels. Religion is the denial of global warming caused by humans.
The subject matter is being distorted. This executive order (EO) does not apply to any earth work, excavation, concrete, steel or glass construction. It is only related to systems inside the buildings that will not use fossil fuels for HVAC, hot water and cooking.
With the implementation of the EO, all new buildings will be planned, designed, and constructed so that HVAC, hot water, and cooking systems will not combust or directly connect to fossil fuels for all municipal buildings. In addition to applying to all new buildings, it also impacts alterations where structural work is planned in 75% or more of the building’s square footage. Any project that replaces a building’s heating, ventilation, air conditioning or hot water system, or cooking equipment must eliminate fossil fuel combustion in the affected system.
