Pretty sure Reagan wasn’t “clamoring” for inmate rights, but he sure was against anything government did.

He was not against giving more money to the “JCs”. If you run a state, so need to balance the budget, you take the money out of public health, education, road maintenance, to compensate for more handouts to “JCs”.

The movie “One Flew Over the Cookoonest” was a major factor in the change. But development of medications was also a factor. They helped a lot but were not as successful as hoped.
