The tariffs are in my view equal to 20% national sales tax. the largest tax hike slapped on the nation without congress involvement.

Technically no. But having the ability to stop it and refusing to act is the same as approval.

May be they don’t want to exercise their power (for whatever reasons) or they don’t really have the power. To take it back from the President will require veto proof majority, and that may not be there today.
