Since 2020 London has established more LTNs, low traffic neighborhoods. These have lead to lower neighborhood accident numbers, but when controlled for population characteristics no significant change in cycling or driving. From a report by the University of Winchester (page 61)
"A significant negative association is found in Model 1 between the proportion of LTN roads and any past-week car use. However, the coefficient is not significant once area level characteristics are controlled for, including in the best fitted model (Model 2).
“None of the models show a significant association between the proportion of LTN roads and minutes of past-week car use.”
