Old vs New Recommendations

If the Motley Fool recommended a stock that I owned no shares of five years ago, is it still recommended to buy? Recent re-recommendations seem to be a yes, or a different stock recommended more recently. I occasionally find a stock I’m interested in that hasn’t been recommended in years, so I wanted to check.

From here, is the goal to be 25 stocks spread fairly similarly where I continue to purchase more shares of the same stock at some point regardless of the increasing price until I hit a concentrated amount (15% or so) where I sell off a few percent to keep at 15% and put into others to balance? If there’s an article explaining this, please point me to it. I’ve spent over an hour trying to find it with no luck.
