If institutions hold 97.5% of the shares, as it is with HUBS for example, does it mean there is only 2.5% of the shares available for trading?

Institutional holdings are traded and traded often. Sometimes directly, oftentimes as a consequence of the institution holding index/ETF/hedge funds. The institutional holdings,theoretically, reduce stock volatility.
