There are other means available…

1. Section 122 of the Trade Act of 1974

• Allows the President to impose temporary import surcharges or adjust imports when there is a large and serious U.S. balance of payments deficit.

Section 122 of the Trade Act of 1974 is for defending the dollar. It has never been used, is limited to 15% for a period not exceeding 150 days, and must be applied to all countries uniformly.
