Captain, the USA as a fundamental Constitutional matter, never ever uses the Federal armed forces against the states or people except during Civil War. Maintaining civil peace is up to the separate National Guards of each state under the commands of their respective Governors within their territories. This was done so as to INSURE that no President would ever use their power as Commander in Chief to enforce their own policies or opinions on the states or the peoples of the states. This doctrine has been observed and preserved as foundational to never allowing a President to become a tyrant over the electorate.

That sounds like an excellent policy. I don’t see how the Secretary of War infringed it in any way. The US military is not conscripted but voluntary. They can always quit if they don’t like the Commander in Chief’s orders.
