The share price of U.S steel producer Cleveland Cliffs is up this morning after the CEO indicated they are looking into expanding their mining operations to include recovering rare earths in addition to iron ore.

Well, that didn’t take long. Cleveland Cliffs gave back all of it’s double digit gain the very next day. 
@LakeEffect- Noticed the jump and subsequent decline too. Saw a Seeking Alpha post suggesting “all is good” after the Monday jump. Me, I shook my head, “won’t be next month, or next year”

Major investment required. And to succeed financially must be low cost producer vs China or have iron clad sales contracts to resist undercuts from China.
Good PR but a very tall order.
