The new legislation said that landowners within the Reedy Creek Improvement District, primarily Walt Disney World, would be solely responsible for paying the cost of providing typical municipal services like power, water, roads, fire protection etc.

You would do well to read more carefully. That’s the status quo – not a new liability that might hit the company.

That said, the article gives a good sense of the services that will need to transfer to new oversight when the district is formally dissolved. The most practicable successor to the Reedy Creek Improvement District may well be a “Reedy Creek District Administration” – but with a board that Disney does not fully control.

By way of example, the board of such a new district might consist of two members chosen by “the land owners within the district” (in essence, Disney), one member chosen by the commissioners of each of the two counties within which it resides, and one member appointed by the governor.
