I suspect that we have to assume that those numbers are averages for a state. That’s because prices vary, sometimes dramatically, within a state. Here in Florida, I paid 12.254 cents/kWh for up to 1000 kWh, and [would have] paid 14.246 cents/kWh for anything above 1000 kWh. But this is just the service and fuel charge, if you add all the taxes and mandatory fees, it is higher than that. If I include everything, I paid 15.9 cents/kWh in January.
The EIA number for Wisconsin ($0.16) is a very similar number to my bill ($0.17).
