I agree. But it might not matter, in terms of their expectations. As long as they get enough tariff revenue to cover a “rebate” or “tax refund” that the Administration can send out checks signed by the President, they might regard that as a win - even if there’s a net loss to the government, or even to the taxpayers themselves.
