This is an economics and finance board this is all on the topic as far as that goes.

These are studies in financial fraud. Property values are being fraudulently raised in value. The individual studies are interesting. The list is 8 pages of major properties.

Giving a bank misleading information to get a loan is highly illegal.

Courts could order the borrower to use the loan proceeds to pay back real estate taxes owed (due to historic understatement of the properties by the borrower)–and then some. Otherwise, LOCK HIM/HER/IT UP.
