Yes the global CO2 emissions are still rising due to all the bad countries listed in my OP.

P.S. - I think Albaby needs to explain why he thinks that (1) USA’s reduction of CO2 emissions (465 million tons) is too little to make a difference to climate change with future decrease being much greater, and (2) California’s reduction of CO2 emissions (70 million tonnes) is too little to make a difference to climate change with future decrease being much greater. US and California are making substantial reductions in CO2 emissions.
