AT&T rate setting was based on cost plus. AT&T always selected the most costly technologies under the umbrella of “Quality of Service.” Or how to rip of consumers under the protections of government sanctioned monopoly and regulatory capture.
BTW, the Military Industrial Complex also loves cost plus.
