iirc, the treaty government treatment of asylum seekers says the first “safe” country they come to is obligated to accommodate them. Seems all the US needs to do is declare Mexico “safe”. Problem solved?

That has been the official policy of Mexico for some years. The problem is in the execution.

I have heard reported, from credible sources, that many migrants are given work permits by the Mexican government, as that article says, but still cross Mexico to get to the US.
When the migrants arrive at the US border, they surrender to INS, and apply for asylum. Given a choice between putting them all in concentration camps, which would be staggeringly expensive, until the hearing date arrives, they are released, so they can work, and support themselves.
If the US recognized Mexico as “safe”, then the people surrendering to INS could be turned around on the spot.

There was legislation in Congress to increase funding, to increase the processing capacity of the immigration courts, but, mysteriously, it died in Congress.

Yes, getting Congress to take action is the core of our immigration issue.
More judges to hear cases and more border patrol agents would be a good beginning.
Some believe politicians like immigration as a continuing issue. It brings voters out and gets them campaign contributions. They prefer not to lose that source of support and funds. Controversial as it is. Someone is always unhappy with any proposed solution to the problem.
The progressives are very wrong about going soft on immigration.
Immigrants leave their weaker family members at the mercy of bloody murdering dictators back home. The immigrants are the risk takers. Those folks need to make their own country safe by standing up and taking their own country back and making it wealthier.
Meanwhile, the US needs to education poor people in the rural areas and inner cities instead of subbing in cheap immigrant labor. Or pretrained immigrant labor regardless of on the cheap allowing other nations to educate our professionals.
Canada seems to have an immigration policy that fits their need. Why can’t we do that?
Politicians seem to have their own agenda. Service to the citizens is low priority.
The Canadians have us between them and South and Central America.
Yet the Canadians are also up in arms.
We now have Mexico between us and Central and South America. Mexico needs the labor.
Canadians have always encouraged immigration to help fill their empty spaces. And they have been better at requiring job skills or resources to gain admission. Not sure about their asylum policies.
No question the US could do better if ever it gets its act together. And Congress decides to update our laws.
We have to reject people. Especially political refugees.
Go fight your authoritarian dictator. Then your authoritarian dictator won’t kill the rest of your family and destroy your economy. Coming here is totally wrong. Stay put and build and own your country.
The brain drain only leaves dictators behind that get stronger when the brightest leave.
That is particularly true of China. The trash needs to face some reality. Xi being the trash.

That is a key point. I was reading Canadian immigration law a while back. Canada, like the other signatories to the asylum treaty, says the first “safe” country is obligated to accommodate refugees. Canada defines the US as the only other “safe” country in the hemisphere. There are few emigres coming down from the North Pole, so the only people flow Canada is looking at is the one coming from the south, and Canada appoints the US as the one responsible for them.
