At the end of the day, no. Everything needs to be protected. The sea lanes. The right and ability to trade. (More like get stuff from one place to another) Somewhat ironically “The Peace” and order necessary to move that stuff that’s essential to become “rich.” And mostly “property.” It is the sine qua non of “rich.” Most of the Law deals with property. Defining it and defining what you may do with it. You don’t get rich any other way in the modern world.

Pacifism is a luxury you can afford only when you reach a certain level of comfort, safety, and power. Or you can be a free rider like the Amish.
