Does he have more “protected free speech”, and “gratuities” to offer, than Lockheed, Boeing, or GD? If not, whatever he offers, the big boys will say “we can build something better: Give us $20B to get started, and we’ll check in with you in about 10 years, or sooner, if we want more money”. The Pols will give the big boys the contract, and hail the “jobs that will be created”.
