No this helps INFN. The more bandwidth they provide to the end user the bigger pipes they will need to move it around. Think of it like a tree. The technology that you are pointing to is like branches on a tree and where INFN competes, they would be considered the main limbs and trunk of the tree.

For those interested, the technology is called G.fast.

G.fast is a digital subscriber line (DSL) standard for local loops shorter than 500 m, with performance targets between 150 Mbit/s and 1 Gbit/s, depending on loop length.[1] High speeds are only achieved over very short loops.
