The prices are NEGOTIATED. Suppliers need an incentive to negotiate. They are unlikely to sell at a loss.

The incentive is the government negotiating a better deal with a competitive product giving the other guys a competitive advantage. Plus prices to other countries are known.

New drugs with better performance are likely to still be costly. But copies of competitors products have a problem. They have to be cheaper.
