Why is the increase greater than inflation?

This is not the insurance company rate. This is federal govt charge for Medicare based on the change in IRMA extras for increasing income.
We all have govts Medicare premium deducted from Social Security payment. Those with Medicare supplemental or Part D pay additional amounts. Medicare advantage is often covered by govt premium w no additional charge.
That’s right. Private health plans are increasing premiums even more.
Medicare Advantage make money by screwing you out of the health care you’ve bought and paid for. The 15% plus skim rate to the insurer has to come from somewhere.
