Tesla seems serious about building a plant (maybe its next plant) in Mexico. But energy availability seems to be an issue. Government has been reluctant to approve private companies access to the grid in Mexico–making reliability uncertain.

We also hear rumors of discussions of a new plant in Canada but so far no follow-up.
