Businesses that do not require office presence or limited office presence are more attractive to potential employees. And perhaps they can pay less due to that job feature.

Maybe. But motivated workers can make up the difference in pay with higher productivity by working at home, so they save by NOT having to “be somewhere else” when they don’t want/like to make the trip(s). Been there/done that with a contract worker in 1984. He stayed home and logged into the company computer from home.
