Anyone who sees the spring crop of pot holes in Michigan knows that weather attacks roads.
The pot hole mechanism: water seeps through cracks in pavement and puddles under the pavement. The water then freezes, expands, and breaks the pavement above it. Traffic than dislodges the pieces of broken pavement. and presto a pot hole.
This is what the (L&Ses) in Lansing accomplished, after years of underfunding road maintenance, so the money could be used for āJCā tax cuts instead.
