That work requirement for Medicaid was, iirc, a test program promoted by TFG.
The (L&Ses) in Michigan tried it too. The (L&Ses) admitted at the time that policing the program would cost more than it might save by booting people off Medicade who didn’t work. They admitted the only reason they enacted it was to force people to take jobs the “JCs” were unable to fill at the wage they wanted to pay.
That Medicaid work requirement is the inspiration for “Plan Steve to save Social Security and Medicare” by ending retirement, as we know it, for the able bodied, regardless of age.

Federal court blocked enforcement of Michigan’s Medicaid work requirement in 2020. I have not found an article that says exactly why the court blocked the program. This article does talk about the Millions it would cost the state each year to enforce the work requirement.
Article about the original work requirement legislation in Michigan, where proponents said it was all about forcing more people into the arms of the “JCs”. Now, the low end “job” market is supposedly even tighter than it was in 2018.
