Mark Carney was Queen Elizabeth’s Governor of the Bank of England (2013-2020). So, if Trump is minded to reprise his recent form of address for Justin Trudeau and refer to the new PM as “Governor Carney”, it will be accurate.

Yes, in the same sense that it will be accurate to refer to any official with a prior title instead of their current one. It’s not President Reagan, it’s Governor Reagan; it’s not President Bush, it’s Governor Bush. Right?
Yep - it can be done and accurate in one sense, but to do so is also inane and disrespectful.
