I heard an interview with the authors of the book A City on Mars a couple days ago. Their short answer is no; that would be foolish. In the interview they explain the rationale for that answer.

Great book. The things we don’t think about when considering our lives off this planet. Or our lives in orbit or in space in general. Anyone with an interest in science and space exploration/colonization should read this.
